The memorandum of Understanding between The Wisonsin Department of Transportation (WisDOT) and the Illinois State Highway Toll Authority (ISTHA) permits ISTHA to use existing fiber optic cable installed by WIlliams Telecommunications for the Dynamic Message Sign and Closed Circuit Television Camera unit installed north of Russel Road on EB I-94/SB US 41.
